Deep Funding RFP Review Results: Announcing the Winners!
Over the past few weeks, the Deep Funding Review Team has focused on thoroughly studying and reviewing the 28 proposals received for two of the recently launched community-driven RFPs:
With a total of 124 completed reviews and through a complex team effort aimed at ensuring transparency and quality, 12 expert reviewers carefully examined each proposal and reached a joint decision.
We’re proud to share the results and insights from this process.
How did the Review Process work?
With the goal of strengthening the decentralized decision-making process and community trust, the expert reviewer team was divided into four groups, each consisting of three independent reviewers. Each team carefully assessed the proposals using a structured, criteria-based evaluation form.
Specifically addressing the widely discussed issue of bias—frequently brought up during the Deep Funding Town Halls, where the community has the opportunity to share ideas and raise questions—the review process employed a custom questionnaire aligned with the technical and functional requirements of each RFP to evaluate all 28 proposals received.
Each questionnaire contained:
- 15 Quantitative Questions, scored as either 1 or 0 based on clear mentions of RFP requirements.
- 3 Final Summary Ratings, scored on a 0–5 scale:
- Compliance with RFP Requirements
- Solution & Team Expertise
- Value for Money
- Qualitative Sections for reviewers to explain the rationale behind their ratings and flag strengths, weaknesses, and unique attributes.
It is also important to highlight that a backend dashboard aggregated and validated scores across all reviewers and ensured accurate calculations. Proposals were then ranked based on their percentage of total points: each proposal could earn a maximum of 27 points.

Decentralized Digital Identity (DDI) Research
“The goal of this project is to conduct research on solutions and requirements for a decentralized digital identity (DDI) hub tailored to the needs of the SingularityNET ecosystem and its reputation system”, Juana Attieh, Decentralized Digital Identity (DDI) Research RFP Owner
With the goal of developing integrated DDI solutions that enable the creation of reputation systems anchored to unique and verifiable identities—while protecting and preserving individual reputations—this RFP also includes the definition of 2 or 3 RFPs for development of the envisioned system.
Also note that this RFP is closely connected to the Reputation Platform RFP, and should be guiding the data privacy and identity integration solution of that RFP.
While only one team met the benchmark here, the proposal pool helped clarify what the community and ecosystem is needing in terms of identity and privacy.

Reputation & Voting Weight System
“The goal of this project is to develop functionality that will enable modular microservices that support data collection, scoring, and analytics functions as part of a reputation and voting weight system”, Juana Attieh, Reputation & Voting Weight System RFP Owner
Aiming to design a consistent yet transparent reputation and voting weight system, the RFP should include an architecture to allow for the integration of future microservices, an initial suite of key microservices, and a user interface that allows users to find and utilize various configurations of the microservices.
Numbers suggested these RFPs proposals saw fierce competition, with multiple teams scoring above 84% — a sign of strong alignment with the RFP goals. After careful consideration, two proposals emerged as top-tier solutions:
