This RFP seeks the development of advanced tools and techniques for interfacing with, refining, and evaluating knowledge graphs that support reasoning in AGI systems. Projects may target any part of the graph lifecycle — from extraction to refinement to benchmarking — and should optionally support symbolic reasoning within the OpenCog Hyperon framework, including compatibility with the MeTTa language and MORK knowledge graph. Bids are expected to range from $10,000 - $200,000.

Milestone 1 - Research and 4Planning

Description

This involves research on data sources (SMS, social media, radio, satellite) and system document drafted

Deliverables

- Interview sessions with IDPs, community leaders, mental health workers. - Define use cases for each AI feature - Hire Hausa/English and maybe English/Fulani translators or linguists

Milestone 2 - Core System Development (MVP)

Description

Development of the Minimum Viable Product (MVP) of the three components of the system (Safer North AI)

Deliverables

-Build the AI Early Warning System (text + satellite image detection) -Develop Mental Health Chatbot with local language support (NLP-based) -Create Skills & Job Matching voice-based module -Local language training for AI models (Hausa, Kanuri, Fulfulde, etc.) -Basic SMS/USSD integration for offline access

-Functional Early Warning System prototype built with real-time text + image data parsing. -Mental Health Chatbot can respond to at least 50 unique questions in Hausa/English. -Job Matching module accepts voice inputs and recommends relevant roles/training based on a mock dataset. -At least 2 languages integrated into AI/NLP pipeline (e.g., Hausa and Fulani). -SMS/USSD system responds to test cases on low-end phones.

Milestone 3 - Testing & Pilot Deployment

This is a deployment and testing stage in the scoped area of the project

-Test in 2–3 affected communities (e.g. Borno, Yobe, Kebbi) -Collect user feedback, optimize models -Ensure SMS/USSD and web access works across devices -Field monitoring & evaluation

-System tested by at least 100 users across 2–3 Northern communities. -User feedback collected via survey or voice interviews, with 80%+ satisfaction on ease of use. -AI accuracy for threat prediction reaches 70%+ on pilot data. -Mental Health Chatbot handles crisis scenarios with proper escalation logic. -Downtime during pilot testing is less than 10%.

Milestone 4 - Community Engagement & Awareness

Description

Having The host community to be familiar with the system through training and engagements.

Deliverables

-Translate guides for using the system (print, audio, radio jingle) -Host one local event or training session -Partner with NGOs or CSOs for reach -Educate youth & IDPs on how to use the platform

Milestone 5 - Hosting, Monitoring & Support

This stage the system will be hosted, monitored and provided with long lasting support.

-Cloud hosting (for AI, backend APIs, chatbot) -Real-time analytics dashboard for alert tracking -Maintenance support for 6–12 months -Data privacy & security audit

Milestone 6 - Scale-up Plan & Documentation

Description

A strategic plan to scale up the system to universal and adoptable to other regions and Documentation of the system

Deliverables

-Refined pitch deck & funding proposal for future grants -Project documentation, user manuals, open-source repository -Plan to scale to more Northern states or other African regions

Success Criterion
